Kay Crouch co-founded Crouch Environmental Services, Inc. (CESI) in 1993. The company provides wetland delineation, permitting and mitigation, environmental site assessment, public involvement, and other general environmental consulting services to a variety of clients in private industry as well as local, state and federal agencies. The company has completed over 700 environmental projects since its start-up. Ms. Crouch has 31 years of experience performing wetland investigations, including delineations in accordance with the 1987 U. S. Army Corps of Engineers (USACE) Wetlands Delineation Manual. She has procured dozens of Clean Water Act Section 404 permits and Clean Water Act 401 Water Quality Certifications (404/401 permits), prepared countless NEPA documents, and performed hundreds of Environmental Site Assessments.
Ms. Crouch has performed wetland delineations and procured 404/401 permits for the Port of Houston Authority, Harris County Flood Control District, the Harris County Public Infrastructure Department, Exxon Land Development, Inc., Initial DSI Trucking, Sullivan Enterprises, and many other clients. She has performed wetland determinations and wetland delineations for all of the clients listed above, as well as for the Federal Deposit Insurance Corporation, the Houston Independent School District, the Texas Department of Transportation, Texas Parks and Wildlife, ExxonMobil and numerous private developers. Her extensive permitting experience includes procurement of USACE 404/401 and Nationwide wetland permits, RCRA permits, Section 10 permits, Coastal Zone Management Area Determinations, Coast Guard Bridge Permits, and Texas General Land Office easements.
Environmental inventories and preparation of documents complying with the National Environmental Policy Act (NEPA) are another area of specialization for Ms. Crouch. She has prepared dozens of NEPA documents since 1978. Recently, she prepared all or part of NEPA documents for transportation projects (TxDOT and Harris County), liquid natural gas facilities (Freeport LNG for the Federal Energy Regulatory Commission and the Vista Del Sol project for ExxonMobil), and port facilities (the Bayport Container Terminal and Cargo Road for the USACE and the Port of Houston Authority). Currently, she is involved in the preparation of an Environmental Assessment for a dredged material placement area for the Port of Houston Authority.
Ms. Crouch has extensive experience in community relations and public outreach. Since 1999, she has provided public involvement support to the Galveston District of the U. S. Army Corps of Engineers for the Clear Creek Flood Damage Reduction project, the Greens Bayou Flood Damage Reduction project, the Sims Bayou Recreation Plan, and the Colorado River Locks Project. She has planned and facilitated several public meetings in compliance with NEPA, including scoping and interim public meetings for flood damage reduction and transportation projects.

Mr. Greg Crouch has 32 years of experience conducting biological assessments, including wetlands delineations and endangered species surveys. He has significant permitting and regulatory liaison experience, including USACE Section 404/401 permits for major development projects. He has also performed hundreds of environmental site assessments (Phase I and II), asbestos assessments, prepared dozens of SWPPP and SPCC plans, prepared a large number of NEPA documents (EAs and EISs), and performed a wide variety of general environmental consulting services for both private and public-sector clients. His recent experience includes work on the biological sections of an EIS for a major container terminal on Galveston Bay, work on the biological information for two EAs for major highway or roadway expansions in Texas, and work on the biological sections of an EIS for a major LNG terminal on the Texas coast. Mr. Young has recently joined CESI and is located in our Plano, Texas office. Mr. Chastain interned for Texas Parks and Wildlife at Inks Lake State Park during college where he managed the multi-park Rio Grande Turkey habitat construction plan and conducted game species surveys under the direction of the Region 7 biologist. Prior to joining Crouch Environmental Services, Inc., Mr. Chastain was a wetland biologist for Integrated Environmental Solutions, LLC and SWCA Environmental Consultants, Inc. where he performed wetland delineations, determinations, Section 404 permitting, and mitigation design.
Since joining Crouch in June 2009, Mr. Chastain has been actively involved with wetland delineation and threatened and endangered species surveys for pipeline and mitigation projects in Texas and the surrounding region. Mr. Chastain’s current responsibilities at Crouch include GPS data collection, wetland criteria assessment, and threatened and endangered species habitat identification.
Mr. Chastain’s specific duties include conducting ecological field studies (i.e., wetland delineations, T&E species surveys, vegetation assessments, and wildlife habitat evaluations); monitoring of wetland mitigation areas and banks; preparing and writing environmental reports. During his career, Mr. Chastain has performed multiple wetland delineations on large-scale development and linear projects in Texas, Mississippi, Louisiana, Oklahoma, and Arkansas. He has been responsible for wetland delineations, vegetation sampling, wildlife management and conservation, habitat monitoring and analyses, and T&E species surveys. Mr. Forrest has two years of experience performing remote sensing and aerial interpretation. Before he began his employment with CESI, he worked as a contractor with the United States Department of Agriculture, Natural Resources Conservation Services, in the Central Remote Sensing Lab located in Fort Worth, Texas. There, he took part in several GIS and remote sensing training courses provided by the National Cartography and Geospatial Center. He also performed remote sensing on the Natural Resources Inventory (NRI); an annual inventory performed by the USDA-NRCS aimed on providing the most recent statistics of land use in the United States as well as determining trends in natural resources and human impact. While attending Texas Tech University, his courses emphasized in GIS, Geology and Social Geography.
Since joining Crouch Environmental in June of 2009, he has coordinated the maps, figures, and tables for several projects in the southeast Texas and Gulf Coast region.

Ms. Hollaway has more than 5 years of experience in communications, marketing, and visual design. Ms. Hollaway directs the Crouch Communications creative team, producing a wide variety of collateral materials and interactive communication tools. The Crouch Communications team specializes in creative, cost-effective and prompt delivery and distribution of client messaging. Ms. Hollaway has a breadth of experience in writing for both public and private sector clients and in developing a full range of marketing strategies from innovative, grassroots efforts to integrated, nationwide campaigns. She possesses effective, tactful interpersonal and marketing skills among a wide variety of community members, including: the general public; concerned community members; media representatives; CEO-level management; and senior government officials.
Ms. Hollaway has been a member of the METRO Solutions Community Outreach team since February 2007, supporting marketing and communications services for the upcoming Light Rail Transit (LRT) expansion project. Anna Sabella
Communications Specialist

Ms. Anna Sabella has more than four years of experience in communications and journalism. Ms. Sabella joined the CESI team in 2009 as an expert Communications Specialist. Ms. Sabella has a wide variety of experience in media relations, video production, online media and broadcast journalism. Her background in both radio and television brings a unique breadth of experience to the public involvement field, while providing clients with multifaceted communications solutions.
As a graduate student at Emerson College in Boston, Anna worked as a reporter at the college radio station, WERS; and also helped produce a weekly television news program about life in and around the Chinatown neighborhood in Boston. Her capstone project was a study of the complicated relationship between Hollywood and politics, entitled ‘The Blurred Line’. Ms. Sabella worked as a Flash Quote Reporter for the Olympic News Service at the 2008 Olympics in Beijing, China. In the lead-up to the start of the Olympics, she covered basketball and interviewed players from Spain, Portugal, Senegal, and Venezuela. After the Opening ceremony, she was stationed at the National Stadium (Bird’s Nest) and covered the track & field events. Shortly after returning to Boston in fall 2008, Anna began working as a Production Assistant at WHDH, 7NBC.
Since joining CESI, Ms. Sabella has been actively involved in the METRO Solutions Light Rail Transit Expansion project, as well as other numerous public involvement activities and the startup of www.Fundmyresearch.org.

Mr. Sevcik has 2 years of experience as a Professional and Freelance Graphic Designer. Mr. Sevcik has worked both as an in-house designer for a specific department in a larger business and as part of a professional advertising agency.
Mr. Sevcik serves as the graphic designer for Crouch Environmental’s METRO Solutions account. As such, Mr. Sevcik is in charge of the visual design and layout of various print collateral pieces targeted at multiple communities in the Houston area.
